Kingsport City Schools CFO Earns North American School Finance and Operations Credential

KINGSPORT, Tenn. – David Frye, Kingsport City Schools (KCS) Chief Financial Officer (CFO), was recently named a Certified Administrator of School Finance and Operations® (SFO®) by the Association of School Business Officials International (ASBO). Frye is the first person in the state of Tennessee to receive the SFO certification.

The SFO Certification, a new certification by ASBO International, is granted to highly qualified individuals who fulfill multiple requirements, including demonstrating eligibility (through work experience and education), passing a comprehensive two-part exam that tests competency in accounting and school business management topics, and adhering to the ASBO International Certification Code of Conduct.

“With his training, expertise and experience, we are very fortune to have David as our Chief Financial Officer,” said KCS Superintendent Dr. Lyle Ailshie. “He is an essential member of our leadership team and the guardian of the district’s financial health by overseeing and implementing adequate financial controls and infrastructure. In addition, he is continuously working on ways to maximize efficiency and save money, not only during the budget preparation period, but year round.”

Frye has spent most of his professional career with KCS. First hired in 1991 as the Manager of Fiscal Affairs, the main responsibility of the position was budget preparation and oversight, with additional duties including payroll and procurement supervision.  In 2003, David’s title was changed to Director of Finance and he was given the additional responsibilities of oversight of the Maintenance Department, School Nutrition Services, and the Nursing program. Currently as Chief Finance Officer, David oversees the Maintenance Department and School Nutrition Services in addition to his other responsibilities.

“School business officials are the chief fiscal officers for school districts and hold an influential position in the community,” says John Musso, CAE, RSBA, executive director of ASBO International. “By earning the SFO certification, professionals validate their specialized knowledge and demonstrate a commitment to high standards and ethical practice in school business management.”

School business officials who earn this credential commit to ongoing professional development, renew the certification annually, and undergo recertification every three years.

Frye is a graduate of Dobyns-Bennett High School and earned a Bachelor of Business Administration degree, with a major in Accounting, from East Tennessee State University.
